Question for road marking (paint) experts!

Here's something me and my friends have been talking about.

A few months ago a road crew poured a short concrete median on the bypass in front of the 7-11 in Kitty Hawk. This was to keep northbound cars from using the turning lane to turn left into the 7-11. Why? Because just 100 feet later is the light and a KH rd turner would then be trapped behind said 7-11 turner. Also, the median prevents people exiting 7-11 turning left onto northbound bypass. Both situations aren't real safe considering the close traffic light just 100 feet north.

So now to my question: They painted the median yellow EXCEPT for 50 feet in the middle. That unpainted section lines up with a grassy area between 7-11 and Grays department store. Is there some technical reason they had to leave that gap in the yellow stripe?

I saw that a few weeks ago but didn't think much of it but looked at it again yesterday. I think they painted it yellow because people making the left from Kitty Hawk Rd from the post office side to go south were not used to the median and were hitting the concrete when they cut the turn short so they painted it yellow.
Even after it has been painted it has even more black marks from tires hitting it.

No idea on the rules for painting them though.

Thanks Alexy! Yah, painting it is normal. I was just curious why there was a gap in the yellow down towards the south end of it.
