Trump didn’t keep the death toll at 600k. The 2.2M was a worst case scenario. State and local authorities as well as private businesses instituted mask mandates and social distancing requirements that kept the toll lower. Trump did not begin to support mask wearing until months into the pandemic and, even then, very lukewarm.
