Not as part of most re-nourishment projects, and usually done privately w sand fencing. Some owners, depending on their property boundaries (ending at dune or going to the mean/hiwater tide line) and erosion levels will move/push sand to form a dune. But without fencing/vegetation a sand only dune will get flattened in no time by wind.

Question 12. Will beach grass be planted along the sand dunes as part of the beach nourishment project?
Yes. Beach grass will be planted along the sand dunes in an effort to stabilize the shoreline and dunes once beach nourishment is complete. The timing of this planting will depend upon your location and when beach nourishment operations in each area are completed.

If your property is located in a project area in unincorporated Dare County (Avon or Buxton), beach grass will be planted along the newly constructed dunes south of the Avon Pier and the Village of Buxton sometime after November 15, 2022, to coincide with the end of sea turtle nesting season on the Cape Hatteras National Seashore.

If you are located in one of the six towns within Dare County, please contact your municipal officials for specific information on the plans for projects in your area.

It doesn't matter. We had a 25 cent per $100 real estate tax increase starting in 2020 that is in perpetuity for future maintenance.

I was in Avon on Ocean View 6/25-7/3 and it was fun to watch. They did build a smaller dune line in front of the current dunes where the replenishment took place.

That is how I look at it, I am paying around $780 a year for the sand nourishment tax that started in 2016. The last assessment here was done in 2020 so it will be up to 5 more years before they must do it again. With prices up for all property here the next reassessment is going to show increased values. I bet they won't wait the max of 8 years before they reassess again.
