Restaurants in Tri-Villages are average at best. Waterman's Bar and Grill has a cool atmosphere and great views, but the food is average.
I'd respectfully take issue with Sesame Tuna (raw) w veggies

Also Watermans can be tough when hot and little wind as the west facing (no indoor seating - at lest none couple weeks ago when last went) view looks right into the sun.
To the OP:
Mirro's does a nice job, their fish taco's "seem" to be the same recipe as previous spot ACC (Atlantic Coast Cafe)
Goodwinds is probably the most "upscale" venue - but, I have not sat anywhere but bar for a bit. Their fish tacos are also pretty darn good.
Waves Deli (mentioned) is offering up some incredible dinner specials. But, all to go.
Lisa's Pizza - is what it is. Dine in, but also deliver.
Neptunes - "dine with the locals" Karaoke Night is not for the faint of heart
And then there are the food trucks - have not had a bad experience (except running out of chicken) at any one of them ever.
And yes, as @FossilRidge says, a super shout out to/for Hatteras Bowls.
Do check opening days/times before heading anywhere...
