Saw an Incident yesterday in Kitty Hawk. What is the definition of IN? The Crosswalk Stripes start at the edge of the pavement. If you are STANDING ON THE STRIPES at the edge of the road, proceeding to cross, Is That In? A driver going probably over 40 MPH did not stop, but made an instant U Turn and came back to tell the people DO NOT STAND IN THE ROAD. The Driver argued IN is not necessarily IN unless you are away from the curb and walking across. What you say? I err on the side of Courtesy.
Anywhere on the pavement, including the shoulder. The law is there to keep cars from driving at speed around people who are still in the crosswalk. If they aren't on the road (pavement), then they technically aren't in the crosswalk and must wait.
Also, never wave anyone across, as it can be dangerous as you don't know what other drivers are doing and the pedestrians may not be as cautious as they should. Stop, acknowledge that you see them, and then wait until they cross
