We walked down with his wallet and showed them his fishing license. We both told him he needed to work on his attitude and find another job if a 17 y/o in shorts on a dock scared him.
He said he was sorry if he came off harsh and disrespectful.
It was a good experience for him IMO because it won't be his first encounter with an LEO that feels they need to act militant about everything. When I was a teenager my buddy and I were fishing and swimming from a local, single lane boat launch dock. They had some grassy area to fish from as well, but there were a lot of folks there with rods out already so we fished from the dock and took a dip when we were hot. This was not a very active dock and if a boat came to launch or land we would have moved out of the way. No boats came.
The warden came down and gave us a hard time. Not because anyone complained (this was before cell phones were a thing), but just because he felt like being a prick. He asked for licenses, hoping we would not have them I guess. We produced them. Then he gave us some long speech about how the dock was paid for by boat registrations, etc. yadda yadda yadda so... I pulled out my boat registration. Little did he know I owned a 12' jon boat with an electric motor and a trailer and the registration was on me. After that he kind of just mumbled that we need to give priority to boats if any show up and he left. Eff those power trip guys.
I have never been checked on the OBX, but rest assured if I don't have my license I'm sure it would happen. The most interesting check was 2 summers ago on the Mobjack Bay. Dad and I were kayaking and the warden came up to us on a jet ski. He was super cool though and gave us some tips based on where he's checked boats before that had coolers full of fish.
