Highly placed sources have confirmed to me that this rocket was taken over by the de-population of Hatteras forces with the intent of having it crash on the island and thus force the evacuation due to toxic fumes. They almost pulled it off. What they did not know is that Squid had overridden there software and had control of the destruct button which he hit thus saving Hatteras for another day.
