The Cape Hatteras legislation instructs the Secretary of Interior to review and adjust wildlife protection buffers and to confer with the state of North Carolina on certain buffers. It also makes other modifications to the final ORV plan, such as the earlier opening beaches that are closed at night during the summer, extending seasonal ORV routes in the fall and spring, and modifying the size and location of vehicle-free areas.

I would not hold my breath on changes even if it is enacted.
The CHNRS changes are part of a consent decree from the courts. They were not legislated nor were they policies they procedurely adopted so it is very possible the will continue with the same thing.

If you read the article, you would note that the bill's sponsor actually voted against the Act on PRINCIPLE. I realize that unprincipled reactionaries such as you would not understand or behave in such a way - you are just too regimented to see differing opinions.
I too, have concerns about the breadth of the Act, and potential unintended consequences. Consider opening your mind to new ideas, so your Grandchildren may be more tolerant of differing opinions.
Just pointing out the obvious. I understand that when you disagree with facts that don't match your dogma, the truth is obviously (to you) irrelevant.

Maybe. This is one of the areas that I have misgivings. You describe incorrectly, in sound bite form, a reappropriation of public lands, AND traditional Tribal Lands, into unilateral Federal control, with the POSSIBILITY of leases to a private enterprise at the expense of private landowners and traditional Tribal rights. The only benefactor is the Federal Government BLM. It is a land grab, pure and simple. The devil is in the details.

A couple of thoughts - and I appreciate your post -

1. "Reporting" is often an interpretation and not factual - it is in the eye of the reporter (often with an agenda), and depends on who is doing the reporting. I have seen both sides "reported" on this issue. My concern is a loss of public access to public lands, loss of private land mineral rights, and possible violation of past treaties with Native Americans who own and control mineral rights by Treaty.

2. Who "directs" the US Government to do anything? Oh, that's right...the US Government! Look up Bureau of Land Management. This Bureau is orchestrating the largest land grab, and control of private lands and restriction of private enterprise in recorded history.

Follow the money. The Copper prospectors MAY have struck quite a deal for mineral rights on Federal Land, without having to follow those pesky things called the Legislative Process and Constitution. If so, I can't blame them. BLM opened the door, invited them in, and offered.

Thanks Beachmark! I did, although from sources other than the CRS Congressional staff summary you provided(Federal Register, etc.). As I wrote, the devil is in the details. I think all too often our Representatives and Senators rely only on CRS staff summaries (or less) when voting.
