So Cedar Island... really isn't the OBX. I mean it is the same ballpark I guess. That aside, I didn't see any piers on Cedar and you'll have to go down to Atlantic Beach or up to Ocracoke to surf fish. That whole island is inside the Pamlico sound. I've never fished down there but I expect the normal sound side suspects. Trout, flounder, red drum, small blues. Skates and rays, small sharks, various panfish (sea mullet, spot, croaker, pigs and pins). Assuming you have Ohio grade fishing tackle for bass/cats etc you will be fine.
Pick up some bottom rigs (aka hi/low rigs) and sinkers and a variety of baits like shrimp, squid, mullet, sand fleas, etc. Oh, blood worms or blood worm substitute.
My experience with the sound from shore is that the water is very shallow and the fishing is never as good as the actual beach/surf. Sound fishing from a boat, different story assuming you know what spots to fish. If you can find piers, pilings, rocks you want to fish those.
